Ishihara rants social psychologically

Message to the citizens of Tokyo
Greetings, everyone.
Before the budget talk, let me explain something. A rapid or excessive advancement of a civilization may represent its maturing process. At the same time, however, such rapid and excessive maturing of a civilization poses an impediment to the maturing of its people. According to social psychological thinking, excessive advancement in the system of civilization would leave its people's thinking pattern and sense of judgment trailing far behind. Human maturity registers a relative delay to civilization maturity. In other words, humans remain immature. This gap is called the "cultural lag", which causes new problems we have not experienced before.
Plainly put, this mechanism underlines, for example, extremely eccentric or unruly manners, which have a close link with public safety. As the administration tries to counter youth issues, simply reinforcing the Healthy Youth Development Ordinance (Tokyo Ordinance on nurturing sound-minded youths) would not be sufficient.
In cities like Tokyo, where the positives and negatives of Japanese society as a whole manifest themselves more than in other communities, the administration cannot fulfill its mission unless it approaches it with a greater perspective of civilization history. The best example of this, I think, is our national government.
They are simply out of date with what is happening in today's world. Take the situation with North Korea, for example. They talk of the importance of negotiations and discussions. However, it is ludicrous for them to repeat negotiations, upholding the ideal in trust of human benevolence, when dealing with people who cannot even hold descent discussions.

What has Ishihara done to improve Tokyo living?

- Cleaner buses.. OK - but I've heard all the dirty ones were shipped to the countryside..

- A show of military force every year at the Disaster Stage Show.. OK - still don't think Japan can handle a disaster effectively.

Anything else? Crime gone down? Police 'crime solving' rate gone up? He's been there for awhile now.. He should have something to show for..

That's not fair. He cleary explains what that means right here:

I laughed out loud at this part:
We have prepared the fiscal 2005 budget and a proposal to reform staff numbers as well as organizational structures. Tax revenues substantially increased in fiscal 2004, but the fund cannot be spent up as it comes in. Some of the money must be accumulated as a reserve fund. It is no secret that government entities have so-called "hidden debts." While "hidden debts" are openly acknowledged, there are also "hidden, hidden debts," which Tokyo also has in plenty. With uncertainty on when such debts go out of hand, we have fully encompassed this issue in compiling the new budget.

So what he is saying is that we have to be thrifty with any incoming yen in order to account for concealed corruption. Perfect.

I got to give the gov credit on this though. Usually when stuff like this is translated into English it is all smoothed over for the foreign eyes. This seems to be really raw. In fact, we should post that sucker 100% on this site in case they take it down.

Do you think they have paid a consulting fee to a specialist, like
say maybe the Easter Bunny, to help them hide that..?!? I really
wonder if there is some kind of reward for finding it.. that would

On Feb. 24, the Tokyo District Court will rule on a sexual discrimination/damages suit, instituted by 131 women in Dec. 2002, against Tokyo Gov. Shintaro Ishihara. The year before, Ishihara had stated in a magazine interview that women past childbearing age did not deserve to stay alive - a remark that would result in a Japan Federation of Bar Associations report of Dec. 2003 condemning Ishihara's "sexist verbal abuse" and demanding a retraction and formal apology. The governor never complied.

Following the court ruling Thursday, Mami Nakano, an attorney representing the plaintiffs, will hold a press conference at FCCJ from 4:15 p.m.

The Metropolitan government and its policies are, as you well know, an accumulation of concrete actions that focus directly on the actual conditions of the residents of Tokyo. In this sense it differs greatly from the National government that, through its interests in appearances, can only deal with matters in an idealistic and abstract manner.
As the residents of Tokyo have entrusted us all with the enormous social engineering tool called politics, I would like all of you gathered here today to draw upon your first-hand experience and knowledge of current affairs to work together with me as a singular force to deal with the multitude of challenges facing Tokyo. This summer marks the 60th anniversary of the end of the World War. Time equivalent to a lifespan has passed since our country swore to start anew from the ruins of postwar Japan in 1945. While much success was achieved during this time from the standpoint of economy, as Mr. Jiro Shirasu pointed out during the peak of high economic growth, Japan had become "a country without principles", or in other words, a country with no integrity. The sense of values that should be kept from generation to generation, and from era to era, have been lost and the people cannot recover their national identity. The current disorientation of Japan is an undeniable fact. Seeing Japan in a state of confusion when confronted by unjustified, impossible demands from the neighboring countries, I just cannot believe this to be the conduct of a nation.
