When I was in living in NY in junior high a women in my apartment building was attacked in the hallway by some guy that had followed her home. He was beating her face in, she was bleeding every where, and none of the men living in the building except my dad did shit. They didn't even open their doors or call 911. My dad ran out in his boxers (it was about 5:00 am), chased the guy off, took her up to our apartment, and called the police.
So, no, I don't think the just-pretend-it's-not-happening-and-keep-walking mentality is unique to Japan. I've seen shit like that happen in plenty of places.
